Ditched meth “cooks’ fish in canal Sheriff’s Report On May 17, 2007, Tangipahoa Parish Sheriff's Office Narcotic Agents made two methamphetamine arrests at a residence located on Tom Perrin Road in Ponchatoula, Louisiana. Christopher D. Ratliff was arrested upon the discovery of a piece of apparatus used for the production/manufacturing of methamphetamine. Ratliff was also discovered to be in possession of a chemical material used in the extraction of condensed ammonia. Jeremy Oneil Milton, present at the residence, was processed by probation & parole. Milton was placed in custody after a positive test result for narcotics in his system during urinalysis. The investigation led Agents to the residence of Milton, located at 26063 Richoux Road in Ponchatoula, Louisiana. At Milton's residence Agents discovered three dump sites where methamphetamine labs were dumped into a drainage canal. As a result of the hazard material being disposed of in the canal, it was observed that small fish and crawfish were literally cooked as a result of exposure to the hazardous materials. Agents noticed that the vegetation around the dump sites were dying from apparent chemical exposure. Agents found on the property trash burn piles, which contained evidence of numerous manufacturing materials from prior manufacturing process. Most of the material had been burned beyond recognition, but some items were able to be collected and processed as evidence for prosecution. The continued search of the property revealed a fourth methamphetamine laboratory discovered in a shed located on the property. The shed was setup with a makeshift ventilation system and included video surveillance equipment set up to view incoming traffic. There was also found a hand held scanner tuned with frequencies of all agencies of law enforcement in the parish. A quantity of purported methamphetamine and marijuana, along with paraphernalia used to consume illegal narcotics was also seized as evidence from the interior of the shed. Milton was on parole at the time of his arrest for methamphetamine violation and is currently held at the Tangipahoa Parish Jail. According to Sheriff Daniel Edwards, "These arrests along with other recent arrests have dealt a serious blow to the production and distribution of methamphetamine within the parish. Rest assured that additional arrests will be made in the near future as a result of the continued assault on the manufacturing of methamphetamine in the parish." |
